Kwai Chang Caine, who doesn't recognize the name of the President of the United States, doesn't pay taxes, doesn't have a social security card, a driver's license or even a library card that anyone is aware of, suddenly decides to run for local office. The motivation for his transformation into Mr. Civic Duty is obvious: he is hoping to prevent the destruction of apartment buildings in the rent-controlled district where the ever-annoying Cheryl Hines currently resides, in order to make certain that she will never, ever have to move in with him again.
