The monsters are all forcibly relocated to the city of Townsville when the deed to Monster Island is "found" mysteriously crumpled up in the Mayor's wastebasket and the Mayor takes over the island with the intention of building a toy factory to produce little porcelain statues of himself. Let us make Townsville a beacon of brotherhood and love, calling to all the earth, 'Give me your tired, your poor, your huddled masses yearning to breathe fire.' The Talking Dog is so traumatized by a crime he witnessed that he is unable to talk about it, so the FBI moves him into the Witness Protection Program -- protected by the Powerpuff Girls, of course. The girls are happy to have a pet at first, but they soon realize that there are definite DISadvantages to having one who can talk. In the meantime, the Professor co-opts all the stick-on tattoos that come in the breakfast cereal and covers his body with them.
